Organizational context:
In response to the Rohingya refugee flow since 25 August 2017, which exceeded 700 thousand as of today, they are scattered over six makeshift settlement, six new spontaneous settlement and two host community locations, which resulted in activation of ‘’Emergency Level 3’’.
UNHCR Office in Bangladesh mobilized efforts to assist the Government in identifying the needs and protection concerns of the refugees. UNHCR coordinates and promotes the implementation of its mandate within the the model of the Comprehensive Refugee response framework (CRRF), with the government, civil society (IPs and Ops) and other relevant international and national stakeholders to provide protection and assistance to the hundreds of thousands of women, men, boys and girls who continue to arrive in Bangladesh and leaves under very compelling human and protection conditions.
The Construction Supervisor will be based in Cox’s Bazar. He/she will work under the overall supervision of the Assistant Shelter Officer and in coordination with other colleagues working in the team. The position requires regular contact with Programme, Protection and Field staff in the country in order to ensure technical support to shelter and construction activities.
Provide technical input related to physical planning, shelter, and infrastructure, with due consideration to environmental concerns, to the operation, implementing partners and other agencies involved in assisting persons of concern to UNHCR.
Provide technical guidance and supervision in shelter and site construction activities taking into account the technical standards and UNHCR’s protection mandate and policy priorities, such as the environment, women and children, groups with specific needs.
The position does not have any management responsibility.
GENERAL FUNCTIONS:
Responsible for day to day coordination with the contractors and partners according to the needs and requirements on site.
Inspects and reports on contractor and partner works in progress ensuring that the works meet the high-quality standards expected by UNHCR and propose corrective actions where necessary.
Checks set out and work, including compliance with specifications and ensure that contractors and partners comply with their work plans to complete work with a specified time frame.
Evaluates and assesses works schedules, materials and labor schedules and programmes, including the comparison with the baselines, and monitors of quality of such during the progress of works and reports to the Project Manager accordingly.
Assesses the work activities of contractor/s, measure completed work and make recommendations to the Project Managers for progress payments to contractors.
Provides support and guidance to the contractor and implementing partner and assists in resolving site problems, as necessary.
Attends daily the project site(s) in order to monitor the progress of works, identifies the existing problems and provides appropriate solutions through application of sound engineering standards in consultation with the Project Manager.
Maintain records; compile periodic reports and any specific reports required by UNHCR standard procedures.
Assist the Project Manager for assessment, the definition of the scope of works, development, and preparation of designs and technical specifications and estimates for new works.
Performs other related duties as required from Project Manager.
Qualifications Required:
Civil Engineering degree.
Technical degree with an extensive experience in construction may be accepted in lieu of university degree.
Minimum 6 years’ experience in supervising on-site construction activities, supervision of contractors and QA/QC is required.
Experience in supervision of civil engineering construction activities is required with a special focus on building structures, but also road infrastructure and site stabilization are desirable.
Experience in developing specifications and bill of quantities is required.
Desirable qualifications & competencies:
Negotiation skills
Reporting/drafting skills
Knowledge of Rohingya or Chittagonian dialect is an advantage.
